Go to Sangdem Town, Surf the water far right, when you reach a path follow it as right as you can, when you find a Building that's it. To put Pokemon in the pal park, get any of the Pokemon GBA games in the Ds GBA slot (Except Mystery Dungeon) And on the main menu with the continue new game etc. Click on migrate from *What ever game you have in it*. You can only migrate 6 Pokemon a day though.
