There are two ways to obtain the Pokémon Arceus, and one of them is unavailable.
To obtain Arceus the "legitimate" way is to go to a Pokémon event. You will get an item called an Azure Flute. You must then go to the Spear Pillar and use the Azure Flute. Unfortunately, this event never occured, so this is impossible without cheating.
To obtain Arcues by cheating, there are Action Replay Codes for obtaining Pokémon (don't ask me which one is for Arceus, I've stated all that I know).
