If you want salamence, you have to evolve your bagon into shelgon first. Bagon evolves at level 30 and shelgon evolves at level 50 ( I think this is right).
As far as I know, the only way to get Salamence is to catch a Shelgon and evolve it when it is level 50. To get a Shelgon you have to have beaten the Elite 4 and gotten a 3rd call from Baoba, the Safari Zone Warden. He will have Blocks for you to play with and you need to place 21 Peak Objects and wait 70 days until you will find a Shelgon. From then on you just need to level it up by 4 levels. Bulbapedia.com says that Salamence should learn Fly at level 50 in all Generation III and IV games, but if yours hasn't try leveling it to 51 or 2, and then take it to the move maniac in Fallarbor town. If you have a heart scale, he will offer to teach your Pokemon any move it can learn up to its level.
the last answer that the guy put up is wrong... -.- ....bagon if you catch it at lv 30 will evolve at lv either 32 or 35...if you catch it at lv 35 raise it one level and it will evolve....on the other hand he was partialy right if he had a everstone on his bagon to keep it from evolveing till lv 42....my suggestion is keep everstone on your bagon till lv 49 and bagon will learn dragon claw
