To find Steven in Dewford, you will have to beat Brawly, the Dewford Gym Leader, he uses fighting type Pokemon, but has one Pokemon that is also a psychic type so becareful. When you defeat Brawly you will be given the Technical Machine or (TM) for short. The TM contains Bulk Up which raises your fighting Pokemon's Power Attack, and Defense, walk out of the Gym, then go to the Pokemon Center to heal your Pokemon, after that walk out then go north, if you see a Fisherman Trainer go west you'll see another Fisherman Trainer, behind him is a cave. Go inside the cave there you will find a Mountain Hiker Trainer who will give you the TM containing Flash then go west inside the cave until you see a ladder. Sorry, I can't help you further, you'll have to do the rest yourself or find someone who can give you the rest of the information.
