The giant arrows are hard to miss, as they are being fired from the giant bow at the Arturus castle. Collect the rope from the right side of the windmill, and tie it to the giant arrow. Fire the arrow up and left to hit the door to the cut-off tower. You can tightrope walk over to the Princess's bedroom there.
The ice arrow is given to you by Sir Peleas inside the volcano on the Fire planet.
