There is two ways to get Charge Beam in HG/SS. In the Johto region, you can get TM57 Charge Beam with surf. You need to surf by the Olivine Port, with a water type pokemon that can use Surf. (You can get surf in the Ecruteak City Theater, but you have to battle one Team Rocket grunt with a level 12 Koffing. You can use surf once you defeat Morty in Ecruteak Gym, then you can use surf outside of battle.) If you don't know where the docks are, It's basically farther between the Pokemon Center and Pokemart in Olivine City. Surf to your right, then surf up then you will find a item containing Charge Beam. There is also another way to get Charge Beam in HG/SS. In the Kanto region, you can get Charge Beam from the Power Plant manager after you have retrieved the missing mechanical piece from Cerulean Gym. Hope this helped!
