The belt drives the power steering, water pump, and other things.
remove the power steering pump
In the power steering pump. It is on the back of the engine on the right side. You will need a long funnal.

To remove the power steering pump on a 1993 Buick Park Avenue, first, disconnect the negative battery cable. Then, drain the power steering fluid and remove any brackets or hoses attached to the pump. Unbolt the pump from its mounting location and carefully take it out. Finally, replace it with the new pump, reattach hoses, and refill the power steering fluid.

the power steering resavoir is on the back of the motor on the upper left hand side under the alternator.
