I don't have the game but I'm pretty sure it's the same as Super Mario 64 on th N64. You go into the main lobby and stand on the sun thing and look up at the sun. (you can only do this if you have like 12 stars or so)
a green wing cap???? there only a Mario wing cap, unless you use gameshark/action replay.

There aren't any feathers in Super Mario 64. However, there is a Wing Cap that serves that purpose. After you get 15 or so stars, stand in the middle of the main room in the castle and look up at the ceiling. Mario will be taken to a sky level, and down below, there will be a red switch, which you can stomp on to gain access to the wing cap.
when you have a certain amount of stars,look up at the sun as Mario you will get to a level where you will unlock the wing cap.
yoshi is at the top of the castle along with three 1up mushrooms and a wing cap block.
you have to get 14 stars i think.

To get the Wing Cap in SUPER MARIO 64 DS.Hit the red "!" switch in the Wing Cap course. A light will appear in the castle's main room once you earn enough stars, stand in the middle and look up to enter this course.
Mario is able to fly by getting a wing cap in certain ? blocks.After getting 15 stars,a light will shine on the floor inside the castle.As Mario,go into first person view and look up.You will appear as wing cap Mario.You will have to hit the ? switch on top of the castle below,and all the ? blocks will be available.
Mario requires 14 stars to enter "? Switch" (or the "Tower of the Wing Cap" as it was called in the original game when you only needed 10 stars).Keep in mind that since only Mario can use the Wing Cap, any other characters that enter this level will harmlessly plummet outside of the platform.
