It's simple; just get the Mach Bike. With it, you can get up enough speed to pass over the blocks that crack when you step on them, so you can go straight up and face Rayquaza. Take some Repels though, the process is difficult so you'll run into some pretty difficult wild pokémon at about level 45-50.

∙ 16y agowhen you first walk in go up stairs and when you see the holes get out the bike back up and go fast over the holes if you go slow you will fall through and keep goin up until you see rayquaza
