I found mine by going to Start, Search and then doing a search for "sound recorder" (without quotation marks). At times in the past I was able to find it by going to Start, All Programs, then Accessories and maybe Accessibility, I don't remember for sure. Update: It was in Accessories, Entertainment, not in Accessibility.
