You can get Terrakion in victory road. Once you get to the end of victory road, there will be a door to exit then some stairs on the left going down, and some stairs to the right going down. Take the stairs on the left.
Use strength on the boulder, strength can be found in Nimbassa, in a house to the left of the town. There will be a boy on the first floor. Go inside the opening and he's right there in a small room.
For Cobalion in Mistralton cave, you will need strength and flash. An old man will say he is unfamiliar with the outside world as he evacuated to the cave and hates humans after the war between pokemon and people.
After you find Verizion in the Pinwheel Forest you will be in possession of the legendary trio.
The first one is the hardest to catch so you might want to paralyze him or put him to sleep.
