You can't. That's probably not even a serial number but some kind of block number that will never be found in any records. Start with all the other information written on the gun, probably a manufacturer or trade name and a model identification.

Depends on what you want to find out. Is it stolen? Contact your local police, and see if they will run a computer check. They have access to a database that a private citizen does not. Most WILL want to have the gun in hand to do this. Want to find out when it was made? MAY be possible, depending on the make and model. There are not surviving records for all gun companies. Please note- common mistaken belief- that a serial number is unique to only one gun in the world. IF that were true, serial numbers would be 20 digits long. They are generally unique with that MAKE and MODEL only- and sometimes not then.
