It can be difficult, because the Caller ID display may not distinguish domestic numbers from international numbers. Often, the "name" field will display the country name. Failing that, take the first 3 digits and look it up on a list of telephone country code, bearing in mind that some country codes are only 1 or 2 digits.
For example, if you see 442-072-221234, that is parsed correctly as +44 20 7222 1234, which is in the UK.
