If its children being tested, its "mental age" divided by chronological age. Example; a 3 year old with the mental development of a 5 year old would get a score of 166. Of course, the same measure is not used when measuring adults; obviously because in adulthood, the brain is fully developed, thus what most I.Q. test measure, is not brain development, but data gathering, and data computation speed.
