an access point device is one of 2 things. a router, or wireless router connection usb device. with the usb device, you can connect an office computer wirelessly to a wireless router. in the situation of a laptop, it is always the router itself. some routers will require an access code to use.
This is a problem with the security settings on your wireless connection. To do what you were doing when the error code appeared, change your wireless network security type to WEP, or disable security (not recommended).

If you live in an apartment that provides WIFI (or wireless Internet service) to the tenants, then having your own computer with a wireless card attached to it would most likely connect you to the Internet. There is a caveat to that, however, which is 'security.' If the WIFI has security enabled (most do) then you will have to know or have access to, the security code to access the WIFI. However, if there is no wireless broadcast in the building, and the four computers are connected on a "wired" router, then no wireless card will get you on the Internet at all.
