Do you mean where to find Kyogre in HeartGold?

Well...you first have to defeat Red at Mt. Silver, the Elite 4, and then go to Mr. Pokemon or Prof. Oak (one of them gives you a specific item), an d they'll give you a blue orb (like the one in sapphire version). Then you have t o go to Safari Road. But when you get to the place where there r 2 ladders (one up one down) pick the down one. Then surf and go all the way left. There is a place where there r a bunch of rocks which look like there is no way through, but actually theres a tiny passage through it. When u get past it, you need Rock Climb (HM 8) to climb. Then you'll see a hiker next to an entrance. Go in and you'll vs Kyogre.
