Once you have found Salerno at the Biodome, follow her back to the Rock lab and use her key card to enter (you need purple eyes to beat the retina scan). Cross the processing center and reach the storage area on the far side (upper right). You will find a geiger counter, and you can use some support beams to make a ramp for it. Use the counter in the rover to find the Purple Artifact and pull away the rock covering it. At the intersection of the artifact beams is an alien base.
