There are no living orcs in Oblivion in The Elder Scrolls IV: Oblivion. However, there are many orcs throughout Cyrodil that you can find while not within one of the Oblivion gates.

you can complete all of the oblivion gates you essentially beat the game its an open ended game and you can do anything what i have done is install mods to change the game it is encouraged by the developer, there is about 4,000 mods so you could play the game for years and never play the same thing twice
Defeating Mehrunes Dagon will close the Oblivion Gates, but you could still visit Oblivion afterwards if you do Peryite's daedric quest.

The daedric realm, Oblivion, is a different plane from the one in which the continent of Tamriel is situated. Creatures can travel to and from Oblivion through Oblivion gates, so presumably that's how daedra would travel to Elsweyr. (Note that this can not be done in any unmodded game).
