If you mean flooded with gas, then remove the spark plugs, crank the engine over for a couple of seconds, and install new plugs. If some time has passed, then the fuel will evaporate, just the plugs will stay a little wet. So, the new plugs will do the trick. If a lot of gas has passed, then it would be a good idea to change the oil and filter. Gas will pass thru the rings and settle in the engine oil, and if it was that bad, then a little shot of transmission oil in the spark plug holes and crank the engine a couple of seconds will help the rings settle. Then install the new plugs.

I believe you are talking about a PCV valve. PCV means Positive Crankcase ventilation.
In the gas tank.
Only the 2.3L HSC Inline 4 will fit in the 1986 Mercury Topaz. If everything in the engine bay were gutted, perhaps something larger such as a 3.0L V6 from a 1992-1994 model MIGHT fit but it would require a complete running 92-94 Ford Tempo or Mercury Topaz with the V6 engine as a donor car (and, if you could find such a car, it would be more worth your time/money to invest in it v.s. a 1986 model). The automatic transmission from a Taurus WILL NOT WORK in a Tempo/Topaz.
There are 4 injectors. One for each cylinder. Back side of engine, ( fire wall side ). Just follow the fuel rail.
They (2) should be up by the firewall on the passenger side
