My 2002 Saturn L300 was doing this also, it was the BCM (Body Control Module). Cost about $600 to fix at the dealership
Temperature controls are no longer cable controlled - a small electric "actuator" module does the adjusting. In some ways, it's an easier fix...And I understand the actuator module is only about $20See "Related Questions" below for more on diagnosing / trouble-shooting temperature control problems.

That sounds more like a mechanical problem with the cruise control cable. Check for a damaged or worn cable from the cruise control module or from the accelerator pedal. You should take the vehicle to a shop that specializes in Saturn's, and describe the problem. Don't take it on the highway again until the problem is repaired; in fact, you probably shouldn't really be driving it.
