If the wheel of the chapstick won't go back down, take a pair of small pair of scissors that aren't too sharp and push it down. Every time you push it down, twist the wheel the way you would to push down the chapstick. If you press hard enough, you could push it all the way back to the bottom, but this risks stripping the center pole.

That depends on what's broken. If it's really broken, and you have no idea how to fix it, I'd STRONGLY recommend taking it to a reputable instrument repair shop. They have the tools and expertise to fix it. Anything you try to do to fix it might just make it worse.
