I SUGGEST YOU DONT DO IT PERSONALLY TAKE IT TO THE DEALER SHIP AND HAVE THEM RESET YOUR CAR *A-S-A-P*
I had this same problem when I first got my 94 beretta. To switch from your regular lights to brights, you have to pull the turning signal lever towards you to switch between normal and brights.
i would say that your dimmer switch is probably broken
You pull back on the turn signal switch. If that doesn't work then you may have a bad dimmer switch.
look where the turn signal switch is and pull it back towards the steering wheel, that turns on the brights
On my 2006 you pull out on the end of the turn signal, they will not come on if your brights are on, only works with dims.
The signal light switch, on your Toyota Camry, can be changed by unplugging the signal relay switch. Plug in the new relay switch.
Pull steering wheel, remove steering plate to access turn signal switch. There are two swings as you look down at switch that should be broken. Your Cam spring is broken. best to replace turn signal switch

It's the the turn signal switch that controls the Cruise Control Assembly. Therefore any problem to the Turn Signal switch affects the whole road safety.
If memory serves, there isn't one. All that switching is done at the turn signal/low highbeam/cruise control stalk.
