Would it be worth fixing first of all? Tuners are not overly expensive. Then again i guess you would have nothing to lose if you did attempt to fix it.

At the beginning, you gotta pull it very very hard as it has to wear out a little.

try pop a dent or if you can get it out with that try a rubber mallet if you can get to the back side of it
