Replace it with a new or used one.
This involves replacing the hood release cable. You can buy them new from the dealer. Not an easy task however, and I do recomed a professional to do it. Its a hard job.

The hood release cable.
Hood release cable has connector nuts on both ends of the cable. Loosen the connector nuts. Remove the cable retainers. The cable will come off and can be replaced with a new hood release cable.
The hood release handle is connected to a cable. The cable runs to the front of the hood and connects to a catch. When the cable is pulled the catch releases the hood.
You might be able to clamp it with a pair of vice grips, not a permanent fix. You can order a new hood cable online, they aren't very expensive.
Uh...I inserted my key in hood release mechanism to hold it open (like you would pull it with your hand) and then went up to the front of the car and pulled the hood free and then released it...That worked for me, hope it helps you too.

To fix a hood latch on a 2003 VW Jetta that is stuck shut, the car should be put up on a hoist. A long pole will be needed to then trip the hood latch. Then the cable can be repaired and the car lowered.
