The Steering Wheel & snap ring-Locking plate etc.has 2 b removed 2 get 2 the 4 torque bolts that have come loose or fallen out.The factory doesn't use LOCK_TITE on them.THE Locking plate needs 2 b removed with a special tool 4 compressing the spring so U can remove the snap ring.- then all the other parts.
