I have done this job and unless you are a very talented mechanic with lots of tools, have it done by a qualified mechanic. This is a nightmare job on a Storm. The repair manuals don't begin to cover all the pitfalls. This is a very complicated and lengthy job. I would never, ever, ever attempt to do this job again.
You replace it you do not fix it.
replace the exhaust.gmjim
Remove the fuel tank then the gauge and pump.
Fuel pump is in the gas tank and it is not cheap.
Drain the water from your 1990 Geo cooling system. Remove the water pump belt. Remove the water pump retaining bolts. Reverse the process to install your new water pump.

the fuel pump is located inside the fuel tank, the tank must be removed from the car to gain access to it.
If it's anything close to a SOHC, then the answer is no, but it's a heck of a job and is well worth paying a a qualified mechanic to do it.
it is attached to the engine
mine stopped working -- check your fuses (driver side on my geo storm) if the copper connectors inside the fuss are broken, corroded or old--you need new fuses. fuses are cheap at the auto parts store!
Replacing the water pump entails removing the accessory belts, removing the value cover, timing belt cover, the right engine mount and mount bracket, the timing belt and crankshaft pulley and then the water pump. While your that far into the dis assembly you should replace the timing belt, the cam and crankshaft seal.
Remove it an drop it into a pan of boiling water to see if it opens

In order to change the water pump the first step is removing the grill and then the radiator fan assembly. Once this is done the water pump is accessible it will have four bolts that must be removed in order to take out the water pump.
you might have to change the fuel filter as well that might be your problem or you have clogged injectors

Fuel pump, ignition module, timing chain jumped....there's many reasons why it won't run. I am suspecting the fuel pump myself.
You can't. They have a distributor pack, and not a cap and rotor. a 1.6 eng 93 geo storm has a distributor cap and rotor!!!
There are 2 or 3 depending on whether or not you have A/C. 1. Power steering pump to water pump. 2. Alternator to water pump. 3. A/C compressor to crankshaft.
