How do you fix an 86 thunderbird when it only revs at 4000 rpms and doesnt mark higher than 30 mph?

I would start by changing the fuel and air filters. Make sure the fuel pump is delivering the proper amount of fuel. Then check/adjust the timeing. Cange spark plugs and wires. Maybe even rebuild the carburater.
