It could be low or freon, or maybe dirt coils.
When you are running your air conditioner and it stops then the air conditioner is froze up. You have to cut it off for a while, and let it warm up. You have to turn the thermometer between 70-75 to keep it from freezing up.
The evaporator coil is probably freezing up which will restrict airflow.

It is sufficiently cold outside (where the outdoor unit sits) that the coolant returned to the indoor unit is freezing condensed moisture from inside. The ice will build up and probably freeze the condensation pump an you may end up with a little flood on your hands.

Heat rises, so placing the air conditioner high allows the unit to cool the hottest air that is at the top of the room.
