it means it still charging, when fully charged that will turn into a cord plug
The iPod comes with a cord, plug the big end into the iPod and the small end into the computer and if you have iTunes, it should start charging.
I usually just turn it off and on and it works. If you can't even do that, then plug it into the computer using the charging cord or plug it into a charger even if it already is charged. Your iPod should work after that.
you can try to hold the cord in for the entire charging time, assuming you have time AND won't mind temporary strange looking nails.
It will come with a charging cord. You will have to plug that cord into your computer while it is plugged in to charge your iPod with that. Alternatively you can purchase an AC adapter from Target/Walmart/Best Buy. That will use the same cord that comes with the iPod but should come with an extra.

It is probably the battery. Take the iPod to a iPod repair center or any place that can fix them.
You should restart the unit. You could also try getting a new charger or charging unit.

If it is an iPod Touch, yes, you can work on an iPod or use the iPod while it is charging.

The only cord that comes with an iPod Touch is the iPod-to-USB cord.
