Step 1 File. File the chipped area of nail polish very gently to smooth it out. Use a file with a fine grit, make sure it' is not a coarse grit file. Step 2 Dip a q-tip in nail polish remover and squeeze it out so that it is not soaked. Lightly rub the q-tip over the chipped area being careful not to remove too much polish. This will smooth the polish around the chipped area. Step 3 Use a small amount of the colored nail polish to fill in the area. Step 4 Apply a thin coat of colored nail polish to the entire nail. Make sure you allow plenty of time for the nail to dry. Don't use a quick dry product. Step 5 Clear Coat. Apply a coat of clear polish to the entire nail and allow it to dry completely on it's own.

So the mark you've made is actually a place where you've removed the varnish, so the only way to fix it is to find a matching varnish and re-varnish the patch.

either, because the nail polish is too thick, or old. most polishes do no, why not try, getting a new nail polish see if it does, mine don't bubble up, however some brands do because they may be cheap and not well made.My Answer-Yeah, if you put too much on, it's like paint and if you don't remove the excess it will clump up into a bubble and harden. It could also be because oxygen is trapped inside the paint, when it's put on your nails, it try's to escape but the polish hardens and doesn't allow it to go away. Thus the bubble.( It's like when you put a sticker on something, you have to press down evenly and make sure no air get's trapped under it or you get air pockets.) I recommend you stir the polish up more. Now I'm just a guy (straight) and i never had experience with nail polish (haha), but I do know how to fix problems. Give me some props =).
