It is probably a problem with the window regulator. See answers to related questions. A bad switch is likely not giving enough voltage through it to power the window motor on the up function. next is: something may be in a bind with the window and the tracks.
You can't open them to begin with. Most airline windows have a shade that can be pulled down.

There is nothing symbolic about electric windows falling down. It simply means that the mechanism needs repair. There is no need to look for symbolic meaning in ordinary events.
Check for blown fuse
Press the back botton and pulled it to-words down side...and it will open..
Put both windows down to their stops, then simulataneously bring both windows up to their stops. This should normalize the window function.

it is not an ez task. if you are good at fabrication you can get front window tracks at the junkyard and cut up the back doors to make them work. i have installed electric in mine and after two days of fabrication my rear windows go down all the way.

The electric windows on a 406 might behave weird if you disconnect the battery. But holding down the "window-down" on drivers side for 10 seconds or so should fix it.
on the coupe all the windows rolled down and on the hardtop roadrunner the back windows didn't go down, they pushed outward.
