A 98 Civic does not have a speedometer cable. It is an electronic speedometer. So if you are having problems with it not working the most likely culprit is the vehicle speed sensor (VSS).

it depends on whats busted, is it blown, is it a loose wire, is something stopping it?
Check fuses for the air bag system. If they are ok. You have no choice but bring at the Toyota dealer place. There is not much what you can do when you have some problems with the safety system.

You will need to change the brakes and rotors on the Honda Civic to see if that fixes them. If not, take the car to a mechanic and have them fix the problem.
Not necessarily that they will fix of the problem. If whats wrong with car is covered by the warranty then they will fix it for free, otherwise they will charge you for diagnose , and if i was you i would go and ask for copy for warranty list.
