Hi! Its a whole day's work, involving removal of the diesel injector pump and inlet manifold plus innumerable pipes and hoses!!! The glow-plugs are fitted at an awkward angle beneath the inlet manifold and unless you remove the pump you can't even see 'em let alone change 'em!!!
Fix it, or have it fixed. Have it diagnosed properly to know what needs fixing. The main possibilites are failed glow plugs, the glow plug harness could have issues or the glow plug controller.
To fix a glow in the dark ball, try exposing it to bright light for an extended period to "recharge" the glow pigment. If that doesn't work, the glow pigment may have degraded over time, and the ball may need to be replaced.

Glow necklaces can not be fixed because of the harmful chemicals inside them. It is not safe to try to fix them by yourself. I would recommend to buy a new one.

The speedometer on the Fiat punto Mk1 was made with a speedo that reads 5 mph min. There is a needle stopping the speedo from going below this, so you dont need to "fix" anything as this is standard.
You have a problem in the glow plug system. You will need to test for a shorted glow plug by making a test harness with a 15 amp fuse in it and applying 12 volts to each glow plug to see which blows the fuse. You will also have to replace the glow plug module/relay which is loacted under the battery shelf under the hood. Be very careful when trying to remove the glow plugs. Only attempt with a fully warm engine ( drive it for 30 minutes first ). Do not try to force them to turn, they will break.You have a problem in the glow plug system.
