press the spacebar to pass the "one time us" screen then open the file menu and click load, then select your desired ROM and load it
You have to have an emulator, i recommend VisualBoy Advance, after the emulator is opened, press file, open, select the file the ROM is in, and from there, load the ROM
ROM stands for Read only memory. Its not extra on your computer. Operating System cannot load into Ram from hard disk without help of Rom. Rom contains instructions which are used to start a computer
Considering that you are trying to fix a bricked Android device, I would say you can fix it by flashing stock ROM back over the device !

Google to look for the answer, its out there. But like most hacking tools, you load the ROM and go from there, provided you use the proper ROM the tool requires.
ROM is permanent memory, so it never loses what is stored in it. Cant load new programs or new data into it, if you could then important information could be lost.
