How do you fix pot lights when one of four seems to have shorted out and now none work and it's not the breaker?

Pot lights? I will guess recessed ceiling lights? I would look at the one that shorted to see if it is the first one in the series and lost the connection. The switch may also be the problem.

Your headlights and tail lights are always on in your 99 blazer even with the Fuses to those pulled help?
the 99 blazer uses a photoeye on the right side of the top of the dashboard to turn the lights on automaticall when it gets dark. You can also turn them on manually with the dash switch. These lights are controlled through a relay under the hood in the same box where the fuses are located. If you pulled the correctfuses and the lights are still on, there must be shorted wiring. It is also possible you are pulling the wrong fuse. Try pulling all fuses and put them back one-at-a-time until you find the fuse that turns on the lights in question. It may not be the fuse you expect. i'm not sure if it is the same on the 1996 model but on my 2002 blazer if you push the dome light cancel button four times it will turn off the daytime running lights. hope this helps
