i own a 90 olds 98 it had the same problem u have to take the bottom part of the dash off and check for any vacume leaks

When my a/c system is low on refrigerant, it blows hot on drivers side, cold on passenger side of the dashboard. This is a 1997 Buick Ultra. Recharging the system solves the problem.

It's a short circuit in the wiring. You'll have to get a multimeter or test light and go over the whole wire for the headlights and check for continuity . If there's a current through it all is what youre checking. Hope it helps .
