I have a general idea where the horn is on a 1995 cavalier Z24. It seems to be right under the one of the splash guards on the front on the passenger side. Unfortuanly i dont have the exact location but if you have someone with you to help you beep the horn while you look, i pretty sure you will find it.

The relay may be bad. Replace it and if that doesn' fix it, the wire comming from the horn button is grounded somewhere.
An easy fix is just pull the horn fuse
