Find out why it is not working. Do you have 12 volts at the bulb socket. If not, then you have a loose or corroded connection. If you have 12 volts then the bulb is blown or not making good contact. The license plate bulb is wired into the taillight circuit and operates on the same fuse. So if your taillights work then the problem is between the taillights and the license plate bulb socket.
there is a bad ground ,or the wire going to the bulb is open or the bulb is burned out.
I would check the fuses.

To change a license plate bulb for a 2002 Suburban, no tools are needed. Just reach up under the back bumper just behind the license plate light that needs changing. Grip the bulb holder and rotate it to release it from the slot. Once released, you can pull the wire with the bulb attached down below the bumper to see it fully. Once you see it, pull the bad bulb straight out of the holder, then push a new bulb back into the bulb holder. While you still have the wire suspended below the bumber, turn on the running lights to make sure the new bulb works. Once it does work successfully, push the wire back behind the bumper, put the bulb back in its slot, and rotate the bulb holder until it clicks back into place. And, you're done.
Its very easy and you will save $$. My dealer wanted $45 for what turned out to be a 5 minute job and $1.99 for 2 license plate bulbs from the auto parts store! That gave me the motivation to figure it out myself! Here's how you do it: With a flat head screwdriver, slide the flat head under the lens of the license plate light FROM THE DRIVERS SIDE. Why the drivers side? Because the metal clip holding the lens & bulb assembly to the vehicle is on the drivers side on BOTH license plate lamps. Work the flat head into the lens and the lens and the attached bulb assembly will come away from the vehicle. The bulb is held in by 2 contact plates. Push on one of the contact plates and the bulb will come free. Replace the bulb and push back the entire assembly into the vehicle. I also used a pair of pliers to help remove the assembly from the vehicle.

Just did this on my 1998 Mazda 626 ES it goes as follows:-From the outside of the trunk look above the license plate.-Use a screw driver to pry out the light fixture by sliding it left or right then tilting it out of the hole.-From the top of the light fixture twist the bulb assembly out of the fixture.-If the auto shop sold you the whole bulb assembly then just twist the new one back in and you are good.-If the auto shop sold you just the bulb, you need to unhook the bulb wires off of the bulb assembly and even scrape them off of inside the metal plate they are hooked around to get the bulb out.-Unbend the wires on your new bulb so that they stick out below the bulb.-Insert the bulb straightened wires first into the assembly.-From the back of the assembly where the wires now stick out, bend the wires over the metal plate in the same fashion that the old ones were.-If you have some solder it won't hurt to tack this wire down. I didn't and my lights work (so far).
Remove enough of the innertrunk lid cover lining to pull down; to access the bulb holder. (It's located by the trunk latch.)Unplug the electrical connection and twist the bulb holder to remove. Takes a 'wedge' type base, 5 watt bulb #2825, but any wedge type bulb should work.
probably because there is a bad Ground-clean the socket where the bulb goes & coat w/vasoline & if there is metal on the socket housig ,clean that.That is IF U have 12 volts going 2 the socket-the tag light work with the running lights.
