You need to find the short circuit in the wiring.
The brake relay switch is bad.
Probably a blown fuse.
Fuse for parking lights probably blown.
It sounds as if you have an electrical problem that needs to be checked. You may even have the wrong fuse for your brake lights.
check the fuse, brake lights have their own, & check the brake switch at the top of the brake pedal
It could be a blown fuse. Tail lights and brake/turn are on separate fuses. Apparently there is not a ground problem since brake/turn works OK.
There should be a fuse for the brake lights. If the fuse is good always check the ground wire.
Fix your brake lights and this problem will go away. Didn't know the brake lights were out did you? May be a fuse or the switch.
are you sure the lower brake lights your talking about aren't tail lights. That's my guess. Check in the fuse box for a fuse labeled dash, illumination, parking or something to that effect.
Check for a blown brake light fuse ( in the fuse panel ) or the brake light switch at the brake pedal could be the problem. The brake light switch releases the shifter lock as well as operating the brake lights.

Fuse 7 controls the brake lights. It should be a red 10amp fuse.
