Take a test light and start at the headlight switch. All of these circuits are controlled from this switch. Your problem could be right here.

If you are referring to the brake lights it is probably a bad brake light switch. Your vehicle may also have daytime running lights which would be on without the parking lights.

There are no extra fuses for your trailer lights. If you have the towing package (and you do) the trailer lights run through your regular fuses (tail, brake, turn).
Working brake lights are important for safety reasons while driving. It is important to check all of the wiring, if the brake lights are not working and the fuses and bulbs have been checked.
