with out modding it its pretty much impossible however there is a water plane and in vice city stories u can glitch into a big jumbo jet look it up on YouTube also if you are talking right to the point one jet is accessible on vice city first complete the game go to the air port and go over to the heli pad there should be a chopper on it note it has to be this chopper land it on the top of a plane moving on the runway and keep it there (its a bit of a faf but with a steady hand its fairly easy) as the plane take off the helicopter should glitch in side exit it quickly u r now in a big jet go towards the front press the enter vechle button whatever console your using then you will get an out side view and u can controll the jet note you cannot land it it lands it self if u take it above the run way and it goes realy high and u cant go to low in it but never the less your in a jet in gta vice city not vice city stories.
