use either some form of lubricant or something to dissolve the rust (coke-cola will work perfectly, just pour it over the rusted areas and leave for 10min)
Touching a blade will not automatically make it go rusty.

You really should not need to as there should be a tensioner at the back of the blade under the cover. Some chainsaw are tool free (thumb tap) others may require Allen keys etc to release and tighten the tensioner but don't leave it to tight there should be a certain amount of slack.

There could be many reasons, but the most common is the oil orifice in the blade is blocked. Remove the blade clean the oil hole in the blade (It is located just under the sprocket). If that does not help could be the oil pump and on many models could be a very expensive fix.
