The basic thing to do is care for it.
Provide proper food and drinks and prepare a safe environment for them to be in.
They will learn that you are caring and protecting them and that should build trust (just as with a small baby).
Bond mean's to have somebody's trust or to gain their trust such as bonding with your bird or pet or your girlfriend/boyfriend to have a fully connection.

Chinchillas are (almost) like any other pet (socialization wise). You have to gain their trust by interacting with them everyday for about 3-6 hours. Most chinchillas take 3 months to fully earn your trust. If they trust you (and they are used to you petting them) they won't mind being pet. They LOVE if you scratch (not too hard) their chins!
