You can't gain weight only in certain areas of your body. However, weight training can help to build up these areas. For example, to increase muscle mass in your butt and thighs, you would need to do squats and lunges. ~ T

Increase your total body fat by consuming more calories. I really wouldn't recommend this, as you'd have to add many pounds and not look very good since you'd be adding fat to all other places. You can't specifically add fat to a specific area. You could do resistance training in the butt area to increase its size, but the increase would be small. Plastic surgery offers butt implants, but these are expensive.

There's no way of targeting weight gain only by eating, so to get chunkier legs you need to exercise. Sign up with a gym, get some instructions, and focus on leg exercises. To build muscle you get the best results by doing relatively few sets (2-3) and repetitions(5-8) with fairly heavy weights/high resistance. You'l be wanting to do squats, lunges, leg curls and then something for the calves as well.

You really don't gain weight in your legs but you can build the muscle in them by doing a lot of squats , calve raises, and leg presses on a weight sled.

The best way to get a tight, firm butt and strong thighs is through weight training. Cardio exercise does not tone and sculpt your muscles the way weight training does. In my exercise routine, I use 5 different weight machines for my lower body. I start with the Leg Press machine, which targets your quads (your front thigh muscles) and glutes (your butt). Next I use the Glute machine, where you face forward and push your leg into the air behind you. This targets your butt and hamstrings (your back thigh muscles). Then the hamstring curl machine, because I find that the Glute machine does not do an adequate job on my hamstrings. Then the inner thigh machine, and the outer thigh machine (which also targets your glutes). These 5 machines will give you a firm, perky butt and curvy, shapely hips and thighs.
