What you do is you need a ditto and an eevee. If you have goten to go to 4, 5, 6, and 7 islands, then go to four and you will see a daycare. go to there and go inside. give both your ditto and your eevee to the woman and walk around for some time. If you come back and the guy that was in the fence is out, then talk to him if you have a free spot in your party and he will give you an egg. Walk with it and after a while it will hatch into an eevee. Use this method for more then just eevees.
