Yes and No... Emulators can not use wifi outside the computer but it can hook up to another game by opening another link vba or no$gba
If you mean a NDS emulator, then yes, there is one. Go to http://www.emulator-zone.com/ to find all the safe emulators available. I know what you mean and sorry but there isn't a gba emulator for the ds yet! emulation isn't impossible and this may be done but we'll just have to wait and see what these people who make these emulators come up with. But don' t give up hope, nds-gba emulation is not impossible. but if you mean for the console then no it is imposible to play ds games on the gba because they require 2 screens or if you mean gba on ds than if you have the game then unless you have a dsi than u can if you dont have the game then i dont know

The GBA slot on a DS cannot use the DS' wireless capabilities, even if it's a game that was compatible with the GBA wireless adaptor. You'll need genuine GBA consoles to do it.
I have never tried playing the NO$GBA with 2 separate games in them and then trying to link between them but i will try to help. You need to set up the NO$GBA so that it's link type is the Link Cable have it also emulate two GBA's instead of one, but the problem is you can't put 2 separate games in the NO$GBA so you may not be able to mix records except with another Ruby/Emerald. So your out of luck pretty much sorry.

Go upstairs in any Pokemon center hook up a wirless adapter to 2 GBA's or GBA link cables trade with a leafgreen and have leafgreen trade you there starter Pokemon.
A Gameboy Advance SP cannot link up with a Nintendo DS. The GBA SP has a link cabe wich only plugs into another SP, a GBA or a GBC. It cannot link up with the DS as the plug is a different shape and cannot fit into the DS. While some games on the GBA SP come with a wireless adaptor (like Pokemon FireRed), this cannot link up with the DS, either. For some reason, when you put a wireless-compatible game in the DS and chose to initiate the wireless function, the DS does not do it. It simmply states that there is no connection to the adaptor, so it cannot work. It seems that the only way the DS is compatible with the GBA SP is through the second slot in the DS which fits GBA games. Only some BA games can connect with the DS games in the first slot, though.

for a gba you need a madcatz game link and hook it up to another game boy and trad poke'mon with them
You will have to enter a pokemart, ANY pokemart will do. Then go to the counter where there is a survey and enter the following words: "Link together with all". When that is done, the cashier will come up and talk to you and you will have the mystery gift option. Now, Save, restart your GBA/VBA and bam! You will have an option called mystery gift in the menu.
