To earn those Neopoints, you could do "dailies." That means playing games, visiting certain places in Neopia that reward you with items/Neopoints, spinning wheels etc. everyday. Eventually you'll rack up enough Neopoints to reach you goal.

Restocking is also a good way to earn a lot of Neopoints, fast. What you do is buy an item in a shop for a low price, then sell it for a slightly higher price. The trick to Restocking is to buy items that are cheap in the shop, that the Shop Wizard price is much higher for. That is when you slightly undercut the Shop Wizard price to make a profit.
