As of writing this, there is no way to legally get Arceus in the U.S.A. Between the dates of November 7 to November 15, 2009 Toys "R" Us gave him away, but since then the events that have given him or the Azure Flute (used to make the stairway to the Hall of Origin appear) out have only been available in Japan, and the Arceus will only be given to Japanese region game cards.
