In Pokemon Mystery Dungeon Red and Blue, after beating Rayquaza, Purity Forest gets unlocked, where you can meet Celebi at 99F. You can't bring any Poke, items, or teammates into Purity Forest, and you start a Lv1. You have to survive as you venture through 99F until you meet Celebi, then it will automatically join you.
In other Pokemon games, you need the bonus disc from the Japaneese version of Pokemon Colisseum or to go to a Pokemon Event distributing Celebi.
There is no other legit way to get Celebi in America. You have to either hack the game or live in Japan, have a Japanese copy of the game, and wait for a live event.
Or you can use the Pokemon modifier code. Remember: the national number for Celebi is 251.
