I don't know how in the Game boy versions, but in Diamond and Pearl you hav to go to the cave East (>) of Solaceon Town. Follow the instructions on the back wall in Unown letters and fight 100 Pokemon without interuptions (this includes catching).

Then you will fight Celebi.
